Your job title is negotiable. Your NOC code isn't. It's the 5-digit label Canada uses to decide whether your experience counts as skilled work, which wage band an employer must offer you, and whether an Express Entry draw includes you at all — and it's chosen from your duties, not from what your business card says.
What is a NOC code
The National Occupational Classification is the system Statistics Canada and Employment and Social Development Canada (ESDC) use to organise every occupation in the country. Each occupation gets a unique 5-digit code, a short description, a list of main duties, employment requirements, and a list of example titles.
The point of it is translation. A "Growth Marketer" in Toronto, a "Demand Generation Lead" in Calgary, and a "Digital Marketing Specialist" in Halifax may be doing nearly identical work under three titles. The NOC gives all three the same code so Job Bank can publish one wage band, ESDC can assess one LMIA, and IRCC can apply one eligibility rule.
How to read the 5 digits
Take NOC 21231 — software engineers and designers. Each position in the code means something:

TEER levels explained
TEER stands for Training, Education, Experience and Responsibilities. It replaced the old skill-level letters in NOC 2021.

How to find your NOC code
- Write your duties, not your title. Five or six lines, plain language, describing what you actually spend your week doing. "Reconciled month-end accounts for a 40-person company" beats "handled finance".
- Search on duties. Run those lines through the NOC code finder. It returns the closest NOC 2021 unit groups with TEER and the standard duty wording for each.
- Open the top two on the official site. Read the full "main duties" list for each on noc.esdc.gc.ca.
- Count the overlap. The right code is the one where most of the listed duties describe you. Roughly 70 percent overlap is the practical threshold officers and employers apply.
- Check the exclusions. Every NOC unit group lists occupations excluded from it, and those exclusions point you to the better code more often than the inclusions do.

Choosing between two close matches
This is where most people get stuck, and it's rarely a coin flip. A worked example: you manage a team of four in a retail store and also serve customers yourself.

Three codes, three completely different immigration outcomes. The tiebreaker is your employment reference letter: whichever code your letter's duty list actually supports is the one you can defend.
What your NOC code decides
- Express Entry eligibility. Whether your experience counts as skilled, and which category-based draws you can appear in.
- Provincial nominee streams. Most PNP occupation lists are published as lists of NOC codes, not job titles.
- LMIA wage stream. Your NOC plus the regional median wage decides whether an employer's application is a low-wage or high-wage LMIA, which changes the employer's obligations entirely.
- What you can ask for in salary. Job Bank publishes low, median and high wage figures by NOC and region. Walking into a negotiation with your own NOC's regional median is the cheapest leverage available to you.
- How your resume reads. The duty language in your NOC group is, almost word for word, the language recruiters type into their search filters.
Using NOC language on a resume

Maintained general ledgers and financial statements, prepared trial balances, and completed T2 and GST/HST filings for a 40-person manufacturer.
Why it works: The 'after' version mirrors the main duties listed under NOC 12200 (accounting technicians and bookkeepers), so it matches both the recruiter's search terms and the duty list an officer would compare a reference letter against.
Common NOC mistakes
- Matching on title. "Engineer" in your home country may be TEER 2 technologist work under the NOC, and "Officer" in a bank may be TEER 1 professional work. Titles travel badly — see translating a foreign job title to NOC 2021.
- Using an old 4-digit code. Anything with four digits is NOC 2016 or earlier. It is not accepted for current applications.
- Assuming a code covers the whole company. Two people with the same title at the same employer can legitimately hold different NOC codes if their duties differ.
- Ignoring part-time hours. Programs usually count hours, not job count. Your NOC can be perfect and your hours still short.
- Never re-checking. NOC content is revised periodically. Re-verify your code against the official site before you submit anything.
